Experience and Expertise
Mr. Butler is a Professional Engineer and the President of Magellan Engineering. Mr. Butler has a Chemical Engineering Degree from the University of Ottawa. He is a subject matter expert in matters involving emergency response activities in particular, as it pertains to Chemical, Biological and Radiological dispersal devices and Weapons of Mass Destruction.
Mr. Butler is a former UN Weapon’s of Mass Destruction Inspector (Operation’s Officer of the Chemical Team) with experience in Iraq, and recently in Afghanistan. Mr. Butler has participated in many operational high hazard emergency incidents, as well as sitting on high level technical security committees in both North America and European locales.
A past President of the Canadian Coast Guard Regional Advisory Council (Central Region) and National Advisory Council on Emergency Preparedness, Mr. Butler brings a comprehensive skill set in planning, responding and ensuring the public is aware of the risks and their associated risk control measures. A frequent lecturer, Mr. Butler’s ability to engage his audience with his captivating tales and anecdotes has made him a sought after speaker at conferences, colleges and universities.
Example of typical projects include CBRNE Threat and Risk Assessments for high value Federal facilities (e.g. Federal Departmental Headquarters, Military Installations), Emergency Response Planning for AECL’s shipment of Russian Weapons Derived Plutonium, safety risk assessment for the Terra Nova offshore production platform, standby CBRNE Team emergency response for special events (G20, G8), and Stand-by Safety on Chemical Weapons Agent Material projects in Canada and elsewhere.
Mr. Butler has co-authored many technical documents and guidelines and has successfully defended his work to such regulators as Canadian Nuclear Safety Commission, Treasury Board, National Energy Board, Canadian Transportation Agency, Transport Canada, UK Health and Safety Executive, Canada-Newfoundland Offshore Petroleum Board, US OSHA, US EPA and many others
