Experience and Expertise
Marcel Ethier is a professional consultant with over 35 years of experience in the Fire Protection and Emergency Management fields with a military engineering, fire safety and nuclear, biological and chemical background.  He specializes in the assessment of hazards and risk, emergency management and training.  The adoption and implementation of his recommended guidelines and practices have created safer environments for all with whom he has dealt.

Mr. Ethier has held various senior executive positions with government and professional non-profit associations. During his career he has held a variety of positions within the fire service field ranging from journeyman fire fighter, to fire inspector and instructor, to fire chief and to chief executive officer for the Canadian Forces.  He has also held the position of Executive Director for the Canadian Association of Fire Chiefs and Fire Prevention Canada for a period of 11 years.   He is qualified in curriculum development and has been instrumental in the creation of the Chief Fire Officer Professional Designation program sponsored by the Canadian Association of Fire Chiefs.  He is highly qualified in nuclear, biological and chemical safety and has taught several courses on these subjects in Canada and abroad.

Mr. Ethier conducted many emergency program reviews, safety and risk management audits of National Defense, industrial and Petro-Chemical facilities, as well as other Federal Government fixed facilities, and Municipal Disaster Response Organizations. This is a direct result of his hands-on experiences, such as Fire Chief CFB Cold Lake and Deputy Fire Marshall for National Defense. Marcel’s current responsibilities include: Identifying and analyzing loss exposures; examining alternative risk management techniques; recommending the correct risk management techniques; developing implementation plans; and monitoring results; implementing national level training programs in HAZMAT; providing emergency management technical expertise to executive levels in both government and industry; preparing White Paper doctrine on emergency preparedness; implementing CBRN programs for response organizations; providing project management guidance to other consultants.

Marcel Ethier has a solid fire fighting, military engineering and senior executive background. He has an established record of leadership, strategic planning, team building and organizational effectiveness.  He is a creative problem-solver who recognizes unique individual and corporate strengths and possesses the ability to mobilize people and other resources to achieve a common goal.
